			<content:encoded><![CDATA[<p>Former US Vice President Al Gore told a UN conference that the planet would be better off if people cared more about climate change and less about O.J Simpson and Paris Hilton.</p>
<p>Gore, who has become a guru for environmentalists since leaving office urged the UN to turn its attention to the global ramifications of climate change and the need to curb greenhouse gases. California Governor, Arnold Schwarzenegger also gave support by adding that quick global action was needed to stem emissions in order to start the healing process. </p>
<p>UN Secretary-General Ban Ki-Moon added his support by addressing the 80 world leaders present at the event with the message that they should let the world know that they are ready to shoulder the responsilbity to address the problem head on. The session by the world leaders was meant to gather momentum for a meeting in Bali, Indonesia in December where negotiations will start work on a climate treaty to succeed the Kyoto Protocol, which set binding emission targets for 36 developed countries (the Kyoto plan expires in 2012).</p>
<p>Developing countries said that it was unfair to ask them to curb their emissions as their economics grow while industrialised nations have been polluting for decades. President Bush has rejected the Kyoto Protocol, an international agreement that requires nations to cut emissions by at least 5 percent from 1990 level by 2012. Bush said that the accord unfairly burdens rich countries while exempting developing countries like China and India, and the it will cost US jobs. </p>
<p><span style="font-weight:bold;" class="Apple-style-span">Enviroprotect:</span> The strong words given by various world leaders (including those not mentioned in this entry) are a positive step uphill struggle against climate change. However, as Al Gore has so bluntly said it, it is now time to put action to words. The words that various leaders said are next to meaningless if countries do not move forward to increase co-operation and cutting emissions. In many peoples&#8217; opinion, Bush gave his myopic and US-centric view of world/planetary events by saying that this will cost jobs in the US. Emission controls may cost jobs in the US, it will cost jobs in any other big economies. But more importantly, if the emissions keep increasing, there won&#8217;t be jobs anywhere in the world when there is nothing to farm, people are dying, water sources are tainted and the world become a more dangerous place with more intense storms. No one wants to look back at history. Industrialised countries have no doubt be the biggest polluters during their growth phase. It is only now with new research on climate change that people are aware of the affects of pollution and unchecked emissions. Politics and finger pointing aside, the burden is a worldwide issue and emissions should be checked no matter the costs. Developed countries have the ability to move capital more effectively to counter the potential loss of income and their labour pool much more mobile that developing countries. I personally do not think that developed countries are losing out when it comes to emission controls. It just politics talking and for the sake of sustainable developing of the world, this attitude has got to stop.  </p>

			<content:encoded><![CDATA[<p>Most cities would be proud to be the best, biggest and the greatest in any global list. However, a US-based Blacksmith Institute&#8217;s report named the Chinese city of Tianjin as one of the world&#8217;s most polluted places. The institute was apparently confused the northern port with a notorious lead-processing town in the country&#8217; east known ( known as Tianying in Anhui province).  </p>
<p>The report said that Tianjin has China&#8217;s leading lead production bases contributing to lead poisoning and various disorders and illnesses in children. Tianjin has a population of more than 10 million people but the report that said Tianjin in Anhui province that 140,000 people were affected by the pollution. The institute issued an official correction and said that Tianying in improvised Anhui province, 750km (460 miles) south of Tianjin, is one of the world&#8217;s top 10 most polluted sites, not Tianjin.  </p>
<p>Despite the mixup, there is no doubt that toxic pollution is a big problem in China and about 460,000 people in China die prematurely each year from breathing dirty air and drinking polluted water (from a World Bank estimate). The Chinese authorities has promised to reduced industrial pollutants by 10 percent between 2006 and 2010.  Xinhu  news agency said that Jieshou, the city that encompasses Tianying, continues to process 160,000 tonnes of lead, mostly from used batteries every year &#8211; half of the total national production.</p>
<p><span style="font-weight:bold;" class="Apple-style-span">Enviroprotect: </span>To publish a report that creates negative news about a large city in another sovereign country without checking on the name and the location is quite hard to understand. I do know that Asia is part of the &#8216;mythical&#8217; Far East that is culturally different from the country that is compiling the list, but i do think that research institutions need to take their work more seriously as it could affect relations between countries.  With regard to the industrial pollutant problem in China. The world&#8217;s most populus nation is constantly threading the fine line between its rapid economic progress and environmental destruction. The authorities need to cool the bouyant economy and take stock of its vast natural resources and find ways to protect it (through the bottom up approach and close consultation with the most improverished areas of China), to reduce the income gap between industrial zones and areas inland so that there is less pressure to overuse natural resources for economic gains.  </p>

			<content:encoded><![CDATA[<p style="margin:0;" class="MsoNormal"><span style="font-size:10pt;font-family:Arial;">The aviation industry accounts for two percent of world emissions of climate warming carbon dioxide and industry experts have estimated that the global shipping industry emissions are slightly less than that caused by air travel. However, the shipping industry has yet been the target of most environmental groups for causing climate change (compared to the worldwide publicity that the aviation industry received from environmentalists). </span></p>
<p><span style="font-size:10pt;font-family:Arial;">The United Nations’ (UN) International Maritime Organisation (IMO) has launched a comprehensive study in July to assess the impact of emissions by the shipping industry and its impact on the climate. The IMO hopes to reach a definitive conclusion by the end of 2007.</span></p>
<p><span style="font-size:10pt;font-family:Arial;">An IMO official said that land based sources are targeted intensely in many areas of the world and with sipping activities growing with the global economy, the shipping traffic will contribute to air quality problems as the shipping trade continues to grow. The trillion-dollar shipping industry carries around 90 percent of world trade by volume on about 50,000 merchant ships and account for approximately 10 percent of global sulphur dioxide emissions (the pollutant that causes acid rain). </span></p>
<p><span style="font-size:10pt;font-family:Arial;">According to the International Council on Clean Transportation, by 2020, shipping will produce more sulphur and nitrogen oxides than all land-based sources in the European Union (EU) combined. However, shipping industry officials argue that sipping is at least two or three times cleaner than road or rail transport and around 20 times more environmentally efficient than air transport and should be seen as part of a solution instead of being targeted as a problem. </span><span style="font-size:10pt;font-family:Arial;"> </span><span style="font-size:10pt;font-family:Arial;"></span> <span style="font-size:10pt;font-family:Arial;">Don Gregory, director of BP Marine, said that the shipping industry should ideally come up with its own regulations before prescriptive measures were imposed by regulators and other stakeholders. </span><span style="font-size:10pt;font-family:Arial;"> </span><span style="font-size:10pt;font-family:Arial;"></span> </p>
<p><span style="font-size:10pt;font-family:Arial;">One of the solutions to reduce emissions from shipping includes the switch from sulphur fuel to cleaner burning-distillate fuels. However, this solution would lead to an increase in carbon dioxide emission in the manufacturing process at oil refineries. The other idea is to employ exhaust scrubbing devices to remove the sulphur dioxide before they are released into the air. This solution is potentially costly and could end up costing the industry billions of dollars. A third solution is for new markets to trade emissions of sulphur or greenhouse gases. Gregory added that there won’t be a single solution to the problem and he thinks that the industry will be operating off a menu of solutions. With 90 percent of goods being moved around the world via merchant ships, the industry shoulders great responsibility to maintain its efficiency and should acknowledge its impact on global climate. The study of the effects of shipping emission is still an on-going process, it is universally accepted that emission control from the shipping industry will go a long way to manage global climate change. The global shipping community needs to sit down to formulate and abide by a long-term strategy that will not hinder the industry while controlling emissions at the same time. </span><span style="font-size:10pt;font-family:Arial;"> </span></p>

			<content:encoded><![CDATA[<p><img align="right" src="http://sustainabledevasia.files.wordpress.com/2007/11/self_sealing_fuel_nozzle.thumbnail.jpg?w=500" alt="self_sealing_fuel_nozzle.jpg" />SPC has announced their partnership with Cheveron to invest in a US$200 million clean fuels plant within the next six months. The plant will produce ultra-low sulphur gasoline at their jointed venture SPC refinery.</p>
<p>The joint venture partners are also exploring the possibility of a coker plant to upgrade heavy fuel oil into gasoline and diesel. This coker plant could cost between US$300 to US$400 million. SPC spent US$121 million to upgrade its plant to produce ultra-low sulphur diesel to meet the demands of the regional markets that are increasingly going green.</p>
<p>This is in line with SPC plans to focus on upscale exploration and production (E&amp;P) activities to become a more integrated oil and gas company. The company is currently capable of producing 285,000 barrels per day.  SPC&#8217;s CEO, Koh Ban Heng said that by 2010, the company expects E&amp;P activities to contribute up to 30 percent of revenue. </p>
<p> <span style="font-weight:bold;" class="Apple-style-span">Environprotect:</span> Positive steps taken by Singapore&#8217;s national petroleum company to invest in clean energy. Not only does it make economic sense for the company to engage in such activities with the increased emphasis of environmental protection and conservation, it also give better public perception of the company (Corporate Social Responsibility). However, this is just one small step in which the society/economy can move toward alternative fuels and environmental protection. Government should play an important and active role in the promotion of alternate fuels in the country. The higher road tax for diesel cars are not in line with the current clean technology that diesel engine offer to the environment. In many incidences, the use of bio-diesel and diesel engines produces less harmful emissions than petrol driven vehicles of equivalent capacities. The government should constantly revised its policies to keep itself relevant (and not stick to previously held beliefs that is not in line with technological or cultural innovations/changes). </p>

			<content:encoded><![CDATA[<p><span style="font-size:10pt;font-family:Arial;">The municipal government in Shanghai has assigned 110 billion yuan (US$14.6 billion) to improve public transportation, ease traffic congestion as well as to reduce the price of tickets. The government plans to entice more than 5 million people in Shanghai to use public transport in the form of buses, trolley buses, the subway or taxis. Currently more than 12 million people use public transport on a daily basis. </span><span style="font-size:10pt;font-family:Arial;"> </span><span style="font-size:10pt;font-family:Arial;">Huang Xiaoyong, an official with the local traffic administration said that the 12 million people using public transport now accounts for 24 percent of the total traffic volume. Huang added that the percent should be raised to 33 percent by 2009 (closer to the 36 percent average in developed countries).</span><span style="font-size:10pt;font-family:Arial;"> </span><span style="font-size:10pt;font-family:Arial;">Transportation experts applauded the city’s decision but they also called for the introduction of innovative public transport solutions. Xia Liqing, a former director of the local urban planning bureau, said improvements in public transportation should be based on improved planning. He added that better urban planning would ensure passengers can quickly transfer from the subway to buses. Xia also said that transport workers (especially bus drivers) should be paid more and called for subsidies payable to transport companies (especially when the authorities planned to reduce ticket prices). </span><span style="font-size:10pt;font-family:Arial;"> </span><span style="font-size:10pt;font-family:Arial;">The director of the institute of Comprehensive Study on Public Transport added that among 60 transport hubs, suburban areas are most important as improving them will increase the speed of the public transport network covering the entire city. </span><span style="font-size:10pt;font-family:Arial;"> </span><span style="font-size:10pt;font-family:Arial;"><strong>Enviroprotect:</strong> </span><span style="font-size:10pt;font-family:Arial;"> </span><span style="font-size:10pt;font-family:Arial;">Investment in public transportation is always a positive step in the development of any township or city. Such investments have long-term, multiplier effect on the quality of living, productivity and the efficiency of the city/township’s inhabitants. However, China’s buoyant economy has lured them in some ways to put money in very grandiose transportation schemes that may have more to do with national pride/prestige that for effective ROI for transportation improvements. Public transportation experts in China as well as abroad are spot on for suggesting that planning as well as innovative transportation solutions are key elements to improve the efficiency and longevity of public transport network. I believe that China, to combat the pollution and traffic gridlock caused by rapid economic growth would do well to look closely at enhancing its public transportation network by providing funds and expertise into such projects. </span><span style="font-size:10pt;font-family:Arial;"> </span></p>

The project that spans eight countries near the Mekong is a key component of the ASEAN-Mekong basin development cooperation project which ASEAN sees as crucial for integrating the economies of its poorer members with the rest of the region.  ASEAN secretary-general Ong Keng Yong said that a 200km (124 mile) stretch between Phnom Penh and Ho Chi Minh needs to be linked. ASEAN hopes to drum up investor through a special &#8216;high profile seminar&#8217; later this key, specifically from key trading partners such as Japan and South Korea.<span style="font-weight:bold;" class="Apple-style-span">Enviroprotect:</span>Proper infrastructure improves the lives of individuals. It is therefore very important for this rail link to be finished. With efficient infrastructure, impoverished areas of ASEAN can get better access to medical care and food. Prices of such commodities and services are often dictated by the ease and accessibility of proper transportation. I feel that this is a very positive step for ASEAN.  Rail access also allows improved access to credit and encourages movement of people between regions. Though this might be a double edge sword. The effective and efficient use of labour, credit facilities and the reduction in poverty can only serve to improve the lives of many people living in ASEAN.  </p>

			<content:encoded><![CDATA[<p>A new bus rapid transit (BRT) system similar to TransMilenio in Bogota, Colombia and TransJakarta in Jakarta, Indonesia may become a reality. The results of a pre-feasibility study was received positively by Anneli Lontoc, Undersecretary for Transportation of the Department of Transportation and Communications (DOTC) on 10 August 2007.  The mass rapid system will use buses that operate on exclusive lanes with the convenience and features commonly found in rail systems such as pre-boarding fare collection at stations scheduled and fast trips, and the use of intelligent transport systems such as GPS. The cost of BRT is only 10-20 percent of rail systems and can be implemented within 18 months. The passenger capacities are similar to rail systems. BRT are widely used in Latin America, the United States, Europe, Australia and in Asian countries such as China and Indonesia. The pre-feasibility study was funded by USAID, was implemented by the University of the Philippines National Center for Transportation Studies (UP NCTS) Foundation Inc with inputs from UP NCTS, Energy and Clean Air Project (ECAP) and Clean Air Initiative for Asian Cities (CAI-Asia) Center. <span class="Apple-style-span" style="font-weight:bold;">Enviroprotect:</span>BRT systems are ideal for developing countries as well as developed countries as an alternative to other forms of mass transportation systems. The benefits are especially important for developing or third world countries as they do not have the startup capital to fund expensive rail projects. The use of buses is universal but with the addition of modern tracking devices such as GPS and the use of dedicate roads, developing countries do not have to rely other forms of personal transports that may contribute more pollutants in urban areas. A reduction in pollutants in urban areas will enhance the quality of life for city dwellers as well are reduce the likely economic losses due to health related issues.  </p>

			<content:encoded><![CDATA[<p style="text-align:left;"><img src="http://sustainabledevasia.files.wordpress.com/2007/11/water_pollution.thumbnail.jpg?w=500" alt="water_pollution.jpg" align="right" />In an effort to get tough on rampant water pollution in the country, China is considering slapping heavier fines on water polluters. A draft amendment to the decade-old water pollution law would removes a one million yuan (US$132,000) cap on fines for water polluters and allow watchdog organisations to level penalties of 20-30 percent of the direct economic losses caused by such pollutive actions. Earlier in the year, the Chinese government fined a chemical company the maximum penalty of one million yuan for spewing tons of toxic nitrobenzene and other chemicals into Songhua river in northern China in 2005, forcing the authorities to temporarily cut supplies of running water to millions of people. Such incidents are not uncommon and a recent explosion at a chemical plant operated by a subsidiary of China&#8217;s biggest oil company, state-owned China Petroleum Company, that killed eight people and forced 10,000 to flee their homes was a testament to the patchy environmental and safety record in China. The resulting pollution forced the city of Harbin to shut down its water supply for days and sent toxins flowing into Russia. Harbin alone suffered direct economic losses of 560 million yuan (US$74 million) due to the pollution.  Under the new guidelines, the company responsible for the spill would have faced a minimum fine of 112 million yuan (US$14.8 million). China&#8217;s State Environmental Protection Administration the country&#8217;s water pollution index rose by 0.24 percent in the first half of the year (2007) compared to the same period in 2006. China&#8217;s rapid economic growth has create severe pressure on the government to balance environmental concerns with economic growth.</p>
<p style="text-align:left;"><span style="font-weight:bold;" class="Apple-style-span">Enviroprotect:</span> Drastic measures such as the proposed water pollution law amendment would be a positive step forward to addressing such environmental concern and maintain a sustainable environment for future economic growth. On a personal note, i applaud China&#8217;s recent awareness of the environment (even though i suspect that the authorities have long known that rampant pollution would put a dent to future economic expansion). However, at the back of my mind wonder if such environmental concerns are economically driven or are they expressing real concern about the environment. China&#8217;s rapid economic growth has put a strain on the country&#8217;s energy grid and the government has approve many &#8216;world&#8217;s largest&#8217; projects to prevent random blackouts/brownouts in the more energy-starved regions of the country. However such energy projects (such as the three gorges project) have already caused massive human displacement and environmental destruction. As more and more countries are re-looking at Nuclear energy to provide &#8216;clean&#8217;, cost-effective energy for masses, we will reach a point where we will eventually question our need for more energy and the price(s) that we are willing to pay for it. It all boils down to &#8211; Economic progress; at what cost?</p>

			<content:encoded><![CDATA[<p style="text-align:left;"><img src="http://sustainabledevasia.files.wordpress.com/2007/11/asien_menschenmasse.thumbnail.jpg?w=500" alt="asien_menschenmasse.jpg" align="right" />With regards to this commented given by the UN&#8217;s International Labour Organisation (ILO) in August this year, i would like to add some of my own comments to their view that politicians need to address problems such as pollution and accelerating urbanisation to ensure sustainable wealth creation in the region (Asia). I do not disagree with the concept that pollution and uncontrolled migration might damaged the environment that will eventually inhibit future growth but in my opinion the ability for any developing or even developed country to have sustainable development with as little impact to the ecology is through the reduction or eventual eradication of poverty. People all over the planet needs to be gainfully employed before making any positive contribution to environmental protection from where it is important &#8211; the individual. Without the reduction in poverty gap around the world, people will be have to fulfill their basic needs before they can even attempt to contemplate any sort of awareness for the environment. This concept is not radical but it is far removed from what the average citizen in developed countries (who are currently pushing for environmental protection and sometimes accusing the less developed countries of not doing enough) experience in their daily lives &#8211; absolute poverty and living on US$1 a day). ILO added that the region (Asia) has an estimated labour force of 1.8 billion and is expected to grow by more than 200 million by 2015. In 2006, there were 900 million people in the region working for US$2 a day, or 51.9 percent of the employed down from 69.5 percent in 1996. More than 300 million people had income of only US$1 a day. These figures are from a report titled &#8220;Visions for Asia&#8217;s Decent Work Decade: Sustainable Growth and Jobs to 2015&#8243;. The report surveyed developed economies in the region &#8211; Japan, Australia and New Zealand &#8211; as well as the regions in East Asia, Southeast Asia and the Pacific, and South Asia.  The report outlines the risks to growth and sustainable development in the region can from shortcomings in governance, pollution, unequal income distribution and environmental pressures. Other risks to growth and development includes an ageing population, increasing migration, long working hours and economic insecurity.  </p>

Jacques Rogge, president of IOC said that that possibility was indeed possible as endurance sports such as cycling race, where the competition lasts for six hours may need to look for alternative venues if pollution persists. However, Wang Junyan, director of Beijing Olympics cycling events said that race schedules had already been decided and that it would be difficult to make any changes. She added that Rogge’s comment reminded the organizers that they have to work harder to fix environmental problems in China. </span></p>

<p style="margin:0;" class="MsoNormal"><span style="font-size:10pt;font-family:Arial;">The host city Beijing’s air quality and grid-locked traffic have worried the local organizers and the IOC, but this was the strongest statement made by the IOC president so far and was sure to embarrass the local organisers as they prepare count down the one-year mark to the games. </span></p>
<p><span style="font-size:10pt;font-family:Arial;"></span> <span style="font-size:10pt;font-family:Arial;"> </span><span style="font-size:10pt;font-family:Arial;">On-going efforts by Beijing’s officials to clean up the city buy spending billions closing facotires and moving others away from the city does not seem to have the desired effect. The pollution problems are made worst by non-strop contruction and the rapid increase of car-ownership in the city. </span></p>
